News | Haixi Phase II Shuangmuyang Distribution & Pigging Station (Fu'an Xinao) New Off-take Point Project Successfully Commissioned and Put into Operation
On 7 August 2026, the new off-take point project at the Haixi Phase II Shuangmuyang Distribution & Pigging Station (Fu'an Xinao) was officially commissioned and put into trial operation. Upon completion, this project will improve the natural gas pipeline network layout across three major areas of Fu'an City, Ningde Prefecture, Fujian Province – Saiqi Town, Luojiang Subdistrict, and Gantang Town – providing a new and stable gas supply guarantee for local residents and industrial users, and optimising Fu'an's clean energy supply system.
As the full-process supervision contractor for this project, COEMC established a professional supervision team and set up a project supervision department on site. Strictly adhering to oil and gas industry codes, design drawings, and management systems, the team focused on critical processes including pipeline welding, non-destructive testing, equipment installation, pressure testing and purging, and leak testing, implementing supervisory controls through on-site standing supervision, routine inspections, and parallel inspections. The team rigorously controlled the inspection of incoming materials, concealed works acceptance, and intermediate handover procedures, continuously identified and closed out quality and safety hazards, and concurrently managed the review and archiving of engineering documentation.
With the coordination of the project owner and the full cooperation of the design and construction parties, the project successfully completed intermediate handover and pre-commissioning condition verification, with all physical quality and test indicators meeting the required standards. No quality or safety incidents occurred throughout the entire project, achieving a smooth and safe commissioning.
