Ongoing Reform of the "One-Stop" Service for Practicing Professional Registration in the Engineering Construction Sector
Recently, the General Offices of the Ministry of Housing and Urban-Rural Development, the Ministry of Ecology and Environment, the Ministry of Water Resources, and the Comprehensive Department of the National Data Bureau jointly issued the "Notice on Efficiently Handling the 'One-Stop' Service for Practicing Professional Registration in the Engineering Construction Sector" (Jian Ban Ting [2026] No. 23), setting forth specific requirements for facilitating, standardising, and digitising the registration services for practicing professionals in the engineering construction field.
The Notice makes clear that efforts will focus on meeting the needs of enterprises and individuals by promoting the integrated processing of registration matters for practicing professionals, including registered architects, registered survey and design engineers, registered supervisory engineers, registered construction engineers, registered cost engineers, and registered real estate appraisers, thereby continuously improving the efficiency of registration management services.
According to the Notice, by the end of 2026, leveraging the application of electronic certificates and electronic seals and relying on the national integrated government service platform, the aim is to achieve full coverage of electronic certificates for practicing professionals in the engineering construction sector. By the end of June 2027, data-sharing capabilities will be further enhanced, a credit-based supervision mechanism will be established, and the relevant reforms will be continuously deepened.
The Notice highlights six key tasks:
Accelerating the application of electronic certificates and electronic seals. Relevant departments will improve the standards system for electronic certificates, advance the formulation and revision of electronic certificate standards for survey and design registered engineers and registered real estate appraisers, and promote the development and application of electronic seal standards for registered architects, survey and design registered engineers, and registered cost engineers.
Strengthening inter-departmental coordination and collaboration. Relying on the national integrated government service platform, the cross-regional and cross-departmental data-sharing mechanism will be improved, and the integrated processing of related matters will be promoted. For procedures such as qualification renewal and deregistration, data verification will replace certain supporting documents, and processing time will be reduced without lowering review standards.
Enhancing the supporting role of information systems. By improving the data collection, public disclosure, and service guidance functions of the ministerial-level government service portal, registration information of practicing professionals in the engineering construction sector will be centrally published, and registration data will be facilitated for orderly return and efficient utilisation.
Improving offline service capabilities. All localities will retain and optimise offline service channels according to actual conditions, strengthen the capacity for guidance, assistance, manual services, and emergency handling, and enhance the practical effectiveness of government service halls.
Strengthening credit supervision of registered practicing professionals. Relevant departments will establish and improve credit records for registered practicing professionals, enhance information sharing, conduct credit evaluations, and standardise the application of evaluation results, so as to foster a credit-based supervision mechanism for registered practicing professionals.
Promoting the application of "AI + Government Services." On the premise of ensuring safety and controllability, all localities will steadily promote the application of new technologies such as large artificial intelligence models in government service scenarios, providing enterprises and individuals with services such as intelligent Q&A, intelligent guidance, intelligent pre‑filling, and intelligent assistance.
The issuance of this policy will help further improve the efficiency of registration processing for practicing professionals in the engineering construction sector, reduce administrative costs for enterprises and individuals, and promote the transformation of industry management towards digitalisation, collaboration, and intelligence. For related enterprises such as engineering consulting, project management, construction supervision, and cost consulting, the optimisation of registration services for practicing professionals will further enhance the efficiency of personnel qualification management and project support services.
